2010 Regulations

PURPOSE

1. This tournament is a charitable fund-raising event for the Fredericton North Rotary Club.


MANAGEMENT

2. The tournament shall be under the working management of the Fredericton North Rotary Club Pond Hockey organizing committee, herein after called the Committee.

3. All matters not dealt with in these Regulations shall be referred to the Committee, whose decision on such matters shall be binding.

4. The Committee reserves the right to add or delete rules prior to the start of the tournament. Teams will be informed of any rule changes at registration.


DEFINITIONS

5. For the purpose of these Regulations an AMATEUR is defined, as a person whose principle means of livelihood is not obtained from playing hockey. Occasionally such persons may receive remuneration on a part time basis and still be considered amateur.

6. For the purpose of these Regulations the “35 and Over” division are defined, as intended for players who just want to participate in the event, but in a friendly and non-competitive atmosphere.


DATES

7. The pond hockey tournament will be held February 19-21, 2010.


ELIGIBILITY

8. All competitions, unless otherwise stated, are open to amateurs only.

9. For entry into all divisions, participants must be no younger than 14 years of age on the beginning day of the tournament. Exact date of birth must be entered in the space provided on the entry form.

10. For entry into the “35 and Over” division, participants must be no younger than 35 years of age on the beginning day of the tournament, depending on the division entered. Exact date of birth must be entered in the space provided on the entry form.

11. New Divisions will be considered if there is sufficient interest.

12. Teams in the "Open", “35 and Over” divisions can be any combination of males and females.

13. Teams in the “Ladies" division must be all female.

14. The Committee reserves the right to prohibit any player or team from participating if they are deemed to cause safety concerns.


ENTRIES AND ENTRY FORMS

15. The Committee shall determine annually all entry fees.

16. The Committee will determine annually the closing date for entries.

17. The Committee reserves the right to reject any entry.

18. The entry fee for all divisions is $340 CAN ($85 per player).

19. Entries must be submitted on the official entry form, on which all data requested must be provided, together with the entry fee. Cheques should be made payable to the Fredericton North Rotary Club.

20. Participants must complete all blanks on the entry form, and enclose the required fee. Payment by cheque is highly recommended and preferred. Incomplete forms may not be accepted. Entries that do not include the appropriate entry fees will NOT be accepted. Entries and fees should be contained in a sealed and clearly marked envelope.

21. Fax or e-mail entries will be accepted when accompanied by a credit card number.

22. Teams receiving a buy into the tournament must have their registration and payment in by February 5 2010 to be guaranteed a position.

23. Deadline for entry into the tournament is February 5th, 2010 at 5:00 PM. Completed entry forms and fees can be dropped off at - Business Fredericton North, 235 Main St. Fredericton NB, open normally between the hours of 9 AM and 5 PM, Monday to Friday. Recommend call first.. 1-506-459-8689 or register online.

24. Entries received by mail must be post-marked no later than February 1, 2010, and can be sent to “Rotary Pond Hockey”, Business Fredericton North, 235 Main St., Fredericton, New Brunswick, Canada E3A 1E1.

25. Entry into the tournament is on a “first come, first served” basis. Placement in the tournament can only be achieved with a completed entry form and payment of the full registration fee. Total number of teams will be limited.

26. Please mail or deliver entries ONLY to the addresses above. The Committee will not be responsible for entries sent to another location.

27. Entry fees will not be refunded after February 9th, 2010 unless the Committee rejects the entry.

28. Entry in multiple divisions is not permitted. Any individual participant must choose one division only to compete in.

29. The Committee reserves the right to withdraw any division from the tournament due to insufficient number of entries. The entry fee will be returned or applied to another division as directed by the team.

30. All participants will be required to sign waivers of liability prior to being allowed to compete. Participants under the age of 19 require the signature of a parent or legal guardian to indicate permission to compete.


TOURNAMENT RULES

31. All players must wear hockey skates.

32. All teams must have Home (whites) and Away (darks) jerseys.

33. No goalie sticks or equipment allowed.

34. Helmets are mandatory.

35. Visors or face-shields are optional, but recommended.

36. Shin-guards are NOT allowed (knee pads are allowed for protection against injury).

37. The Committee shall determine the order in which games are scheduled and the order of competitors, who shall perform in the order listed in the program. The Committee reserves the right to alter the program if necessary.

38. All teams will be scheduled to play four games in their division, prior to elimination rounds.

39. Competitors MUST be on their correct ice surface and ready to compete at the scheduled beginning of their game. The Committee reserves the right to disqualify any team who is not ready to play.

40. No substitutions are allowed – the same 4 players who start the tournament must play all the games. Teams may play any game with three players. Less than three requires a forfeit of that game.

41. Decisions of the game monitors are final.

42. All games are 30 minutes in duration, consisting of two 15 minute halves with a 5 minute break between halves.

43. All nets are reduced in size. They will be the standard 6 feet in width at the opening, but only 10 inches in height at the opening. No lifting the puck (flip passes may be allowed by mutual consent of both teams).

44. Penalties will be called for rule infractions. Any minor penalty results in a goal being awarded to the opposing team, plus puck possession for the purpose of taking half ice.

45. Any major infraction, which includes any action which could potentially injure another player, results in ejection from the tournament with no substitution allowed for the offending player’s team.

46. Regular hockey infractions, such as tripping, hooking, slashing, etc., are considered infractions in this event as well and will result in minor penalties being levied.

47. Any abuse of officials will be considered a major infraction. This will include yelling, swearing, or arguing about calls.

48. Checking or body contact is strictly prohibited. Any action to do so will result in a minor penalty, unless deemed serious enough by the officials to be a major infraction.

49. Slap-shots are prohibited. Stick-blades must remain on the ice (minor penalty).

50. No contacting the puck with your stick above the waist (minor penalty).

51. No player can fall or lay on the ice in an effort to protect the goal area or lay their stick shaft in a position to protect the goal area. Either action will be deemed to be goal-tending (minor penalty).

52. There will be no off-side or icing calls.

53. Goals must be scored from the attacking side of center ice.

54. Intentionally raising the puck from the ice results in the puck being awarded to the opposing team (change of possession).

55. Pucks which are accidentally shot out of bounds will result in the opposing team gaining possession at the spot closest to where the puck left the area of play. Defenders must give the in-bounding team 2 stick lengths to initiate play once again. Players should not pursue or chase pucks shot out of play. The assigned official will have extra pucks and immediately spot a puck for play to continue. Puck chasers are provided.

56. Aside from the opening face-off, teams will be required to give their opponents half ice after a goal is scored or a change in possession occurs for a penalty. The team which has been scored upon must move the puck (quickly so the game is not delayed) over the half ice marker before the defending team can engage in play.


PROTESTS

57. There is no mechanism for formal protests. The decisions of the official assigned to each ice surface are final.


ADMISSION OF COMPETITORS AND PUBLIC

58. Games are open to the public, with no admission.


AWARDS

59. Awards will be determined annually by the Committee. There will be one winner per division.

RELEASE

60. In consideration for the privilege of playing in the Killarney Cup Pond Hockey Tournament 2009, players indicate that they release the Rotary Clubs of Fredericton, their officers, directors, members, volunteers, employees and assigns, for all claims, demands, actions, causes of actions or suits arising from participation in this Tournament.
